Homes in Harrow

Harrow's historic heart is Harrow on the Hill, a hilltop village of timber-framed, Georgian and Victorian buildings that grew up around Harrow School and St Mary's Church. Around it lie Victorian terraces, Edwardian and interwar family houses and large detached homes in protected estates, so interior schemes often have to sit comfortably within period fabric and conservation controls.

On the Hill, Harrow on the Hill Village conservation area mixes sixteenth and seventeenth century timber-framed buildings, eighteenth century houses and cottage rows, and the Victorian terraces of West Street, Crown Street and Nelson Road built as Harrow School expanded. Sliding timber sash windows, stock brick and slate roofs are characteristic. Further out, estates such as South Hill Avenue, Mount Park and Roxborough Park have larger detached houses in generous plots. Interior projects here commonly mean reworking plan form and services in period houses while keeping original joinery, staircases, fireplaces and windows.

Before you start in Harrow

The consents and local rules that most often shape an interior project here, each linked to its official source. The studio checks them for your property at the start, so they are planned into the design and the programme.

  • Historic England states that listing status covers the entire building, inside and out, and that works needing listed building consent can include internal alterations as well as replacement windows. Consent is needed for any change that might affect the building's character as a building of special interest, and carrying out unauthorised works to a listed building is a criminal offence.Source: historicengland.org.uk

  • Harrow on the Hill Village has been a conservation area since 1968 and its appraisal (adopted May 2008) records 43 grade II listed buildings, including four items of street furniture, plus many locally listed buildings. Many properties are covered by an Article 4 direction requiring planning permission for any alteration of a facade fronting a highway or open space, and the appraisal treats timber sash and casement windows and surviving period shopfronts as features to keep.Source: harrow.gov.uk

  • Harrow Council lists eight conservation areas on Harrow on the Hill and confirms Article 4 directions for Harrow Park, Harrow on the Hill Village, South Hill Avenue, Mount Park Estate and Roxborough Park and The Grove. The council states that an Article 4 direction means planning permission is needed to carry out work in the area, which matters when a refurbishment includes new windows or external doors.Source: harrow.gov.uk

  • Harrow Council's permitted hours for noisy construction work are 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, with no noisy work on Sundays or bank holidays.Source: harrow.gov.uk

  • Harrow suspends marked parking, loading or disabled bays for purposes such as skips or major building works; applications go to [email protected] and processing can take up to 10 working days. Dispensations to park on single yellow lines in a controlled parking zone are available for building work and large deliveries, and a skip or materials on the road need a separate licence.Source: harrow.gov.uk

Questions

Interior design in Harrow

Do I need consent to change the interior of a listed house on Harrow on the Hill?

Often, yes. Historic England states that listing covers the entire building, inside and out, and that works needing listed building consent can include internal alterations, where they might affect the building's special interest. Unauthorised works to a listed building are a criminal offence. We survey and record the historic fabric first, then design around it and prepare the drawings needed for an application.Source: historicengland.org.uk

Can I replace sash windows as part of a refurbishment on the Hill?

Check first. Harrow on the Hill Village has an Article 4 direction requiring planning permission for alterations to any facade fronting a highway or open space, and the conservation area appraisal identifies timber sash windows as a characteristic feature. Repair or like-for-like timber replacement is usually the safer course, and we coordinate window and shutter details with the interior scheme so the two are designed together.Source: harrow.gov.uk

What hours can trades work on my Harrow project?

Harrow Council permits noisy construction work from 8am to 6pm Monday to Friday and 8am to 1pm on Saturday, with no noisy work on Sundays or bank holidays. We plan noisy stages such as strip-out and cutting within these hours and schedule quieter finishing work, deliveries and installation around neighbours.Source: harrow.gov.uk

Do you take on single rooms as well as whole houses in Harrow?

Yes. Projects range from a single room, which can also be designed remotely through the Virtual Studio, to whole-house refurbishments, new builds and commercial spaces. Every project follows the same five-stage, RIBA-aligned process: Define, Develop, Resolve, Deliver and Complete.

Can you manage the build as well as the design?

Yes. The studio can work alongside your architect and contractor, providing contractor coordination and design oversight on site, or deliver a single design-and-build service that takes the project from concept to completion.

Will Katherine be involved personally?

Yes. Katherine Varnava, a BIID Registered Interior Designer®, leads every project herself. The studio takes on a deliberately limited number of projects each year so that she stays involved in every detail, from concept to completion.
